I came to Japan for my research at university. My specialized field is radiation oncology (I am a physician), so it is quite obvious that Kyoto is safe considering distance from power plants in Fukushima. I have no worries staying in Kyoto at all. I came to the information center today to collect useful information as I stay here for a while!
